We often have scenarios were the client is responsible for a milestone but due to internal process it takes x amount of days to get to said milestone internally.  Is there a way to have Duration x and Work 0 so that we don't account for it in work burn down?

This has been answered.  You need to remove the resource in order to accomplish.
